Board Members

The ISOR-PH Board of Directors is composed of five, highly qualified members with demonstrated success in the field of education. We appreciate and respect our current board members and are always open to individuals interested in making application for consideration to join our board.

Dr. Chet Edwards, Chair

Dr. Edwards brings over thirty-five years of experience as an educational leader in Oregon. He is the executive director at Education Options Associates, a consultant firm providing strategic direction, fiscal management advice, program evaluation, and other administrative services for educational agencies serving youth in Oregon. Dr. Edwards has developed and administered the operation of Alternative, Charter and Career Education centers throughout Oregon.

Rose Wellman, Vice-Chair

Ms. Wellman is a Senior Manager and software consultant with Serena Software. In that role Ms. Wellman provides technical, sales and advisory expertise in product and service development. She is considered an expert advisor and leader in the field of technology. Ms. Wellman is also the District Governor for Toastmasters International overseeing day to day operations finance and human resource functions.

Suzanne Dalton, Member

Ms. Dalton is the coordinator of professional learning at the Confederation of Oregon School Administrators (COSA). In her role, she provides consultant expertise and professional guidance to develop and support educational leaders throughout Oregon. She spent thirty years as a teacher and administrator in the Oregon public school system prior to joining COSA. Ms. Dalton also serves as a school improvement coach and instructor at Oregon State University.

Libra Forde, Member

Ms. Forde is the Director of Community and Family Programs at Self Enhancement, Inc. Under her leadership students, families and the larger community receives services and program support for teaching and learning and specialized services. She directs the development, preparation and analysis of program budgets and fiscal policies. As a liaison to governmental and regional agencies she works to develop legislation to support related services to students and families. Ms. Forde has also spent multiple years in the role of Director of Operations in Oregon and Hawaii. Ms. Forde was a Toastmasters Public Speaking Champion in Hawaii, and participated in international competition in Malaysia.

Paul Hudgens, Member

Mr. Hudgens is a Management Analyst with Bonneville Power Administration. In his role he designs, implements and manages software for the public energy sector. He has extensive experience in compliance and risk management. He also acts as an Executive Search and Business consultant. Mr. Hudgens has performed the role of Airline Pilot for a commercial company in Wyoming. His background includes military service as a Regional Recruiting Manager for the United States Navy and a Navy Pilot and Supervisor serving in Japan and San Diego, California.
